This really depends on the type of look you want to achieve.
I would say that for liquid foundations (dewy, fresh look), try Maybelline Pure Liquid Mineral as it gives a great cover and is affordable.
For mousse foundations (matte, flawless finish), again...Maybelline Dream Matte Mousse as this has excellent coverage and I dont need to use a concealer when using this.
It all really depends but I would always recommend these. I guess the best way that you will know is to do swatches in the stores and see which one you like the look of best.

That's a hard one because cheap foundations are something that comes off easily.
One way is to buy a good quality FACE PRIMER like Napoleon Perdis [Pre Foundation Pre-Foundation Primer]. This will allow you to have a good base to work with no matter the product you put on top. It allows you foundation to last longer, avoiding rubbing off and blotch patches. It also leaves skin moisturized and hydrated.
Also if your using foundations on clients make sure you know what skin type they have becuase sometimes clients react easily. So Find a foundation that is Hypoallegenic at least....
In terms of brands im not sure where you live but when I first started Make-Up, I had no money either so I used
JQC foundation, try to look online to buy foundation like Ebay and trade places they have it real cheap on there!!!

revlon colorstay is the best , as good as mac foundation I think
i swear by revlons colourstay range. they are similar to MAC studiofix, but not as expensive. they have a fairly good range of colours aswell just be sure to stock up the beiges and ivory first, they are the ones that will be used the most
The new foundation from maybeline, it just came out. I dont know the name but it's the one with the white cap.
My sister has some acne scars and it covers very very veryy well. (without break outs)
