Can't upload pics

For some weird reason I'm unable to upload pictures???

What happens is I go to upload pics and it goes to album title. It use to go to where you have 3 -4 "browse" things lol. So I give the album a title hit submit and it says no pictures!!!!! So darn confused!!!!
