dry and chap lips! please help!

I have really bad dry,chap lips and i've been applying lip balm everyday to try and help my lips and my lips are still dry and chap! is there anything that will help me with this? please help me!

I use a special conditioning lipbalm since I heard that regular ones actually dry you'r lips when you apply it often. The one i'm using atm has cokunut oil in it and is really great for my lips. I only apply it once every day of even less.
Under my regular evening rutine of cleansing and moisturizing my skin I smear some cream on my lips and rub them with an old toothbrust thats not too hard, to get all the old skincells off and get them proper moisturized, it also helps on volume Hope this helps

Some really good lip balms I use overnight are:

MAC Tinted Lip Conditioner SPF 15 "Petting Pink"
Smith Rosebud Salve

I agree with Rikwe, try scrubbing your lips with an old toothbrush (like a little kid toothbrush) and make sure you apply a lip balm right after exfoliating your lips, or else your lips will be even more dry.
