I use cotton swabs for removing it. Simply dump it with water (not too wet that the water is already dripping) or moisturizer/make up remover cream/lotion. Don’t rub the area (where the liner will be removed) in different directions. One direction is more effective for me. Use another swab if both tips are already darkened. For excess lines or smears, wipe it with cotton flats/balls with the same thing you used to dump your swabs. You can also use wet wipes for your face to remove other products applied on it.
I like to use the cheap cosmetic cotton swabs for this (the one that have a pointier end than Q-Tips and that are a lot less fluffy) because they are a lot more precise. I dip them in eye makeup remover and make sure that I dab any excess off with a tissue. Then I just glide it over the top of the liner as if I was applying liner. Then I use the other end to remove the excess product. If you don't plan on putting other eyeliner on, you might want to touch up the eye shadow right underneath the liner after that, but everything else should stay pretty much intact.
For the removal of eyeliner wet the cotton swab with warm water. Rub the petroleum jelly on it and gently run the swab over the eye liner. After that wash your face for the cleanser when almost all of the eyeliner has removed.
Olive oil is extremely effective in removing eye makeup of any kind without irritating the skin as much as soap does - put a little bit on a tissue or cotton ball and swipe over the eyelid until the makeup comes off, then pat with a tissue or towel to remove excess oil.
