Most people have this problem it is not only you.
It will most-likely smudge or bleed and just sit on the lower eye lash line.
Alot of makeup artist will resort to a gel liner or a cake liner : Mac or laura mercier are popular ones.
-The water line has a very smooth surface thus not absorbing the color as easy: But if your adament about pencil try water proof and maybe go over with a poweder shadow.

I have had that problem in the past but know of two eyeliners that work really well for the waterline!
    1) Loreal HIP cream liner - you use a brush to apply. It stays in my waterline all day for me.
    2) Milani Cosmetics LIQUIF'EYE Metallic Eye Liner Pencil This is the creamiest pencil liner I have ever used. While the Loreal stays in my waterline a little better, this one is great too! I use it on my bottom lash line. You can read about it on my blog.

BOTH are amazing liners!!! Hope this helps...

If price is a concern, you can try Maybelline's liquid eye liner or e.l.f. Both are a lot cheaper compared to other brands and it give you the same look as to expensive ones. Also, it stay longer as both are water-proof.

I completely agree with Make-up Jungle! I love both these products, they're jet black and really long lasting, especially for the upper lash line. I like Sephora Brand Flashy liner in Deep Black and Urban Decay 24/7 pencil in Zero but they are more expensive. You could try to set it with black eyeshadow too but be aware that anything applied to the waterline is going to fade more quickly and get a little gunky in the corner of the eyes for everyone. So it will need touching up.
