No7 does a VERY good eye make up remover , it is about £8.00 , its blue and very soft on your eyes , if you accidentally get it into your eyes then it doesnt sting at all ,it wipes your eye make up of instantly ,even the thickest of mascaras x I do reccommend this !
I swear by Mary Kay's Oil-Free eye makeup remover. It is THE BEST! Also The Body Shop has a great remover called "Camomile Gentle Eye Makeup Remover" its for ALL skin types.
Now Almay has great makeup remover pads. Hypo-Allergenic/Non-Oily. So its great for those with Oily or Sensitive Skin. I usually find them at Big Lots for like $2.00 which is a steal!

In my opinion, wipes of any kind should NOT be used for removing eye make up. The pulling and dragging is wrong/harmful to your eyes, all that dragging of skin creating lines and wrinkles! Soap and water....NO WAY! It will destroy the ph level, it will sting....
